KCP is maintained by users like yourself, not KaOS.
This particular package seems to have no interest by anyone since it was added, nothing done to it since 2016:
Many who are active in KCP do not frequent the forum, so if you can't fix the package yourself, try opening an issue at that package. There must be a much newer version.
Many things change in a rolling distribution in that long a time, gconf is long gone from the repositories, so needs to be build by you too (if it is still needed, gconf is a dead, obsolete package).
