As the system I'm trying to install KaOS Linux on is work-oriented, I need to be able to setup a L2TP VPN connection. But it seems that the packages needed (networkmanager-l2tp and networkmanager-strong/libreswan) are not in the repositories or in KCP. Did anyone manage to get a L2TP VPN working on KaOS?

You won't find all packages in the KaOS repositories, they are limited by design: https://kaosx.us/#goals That is one of the reasons why pacman was chosen as package manager: https://kaosx.us/#goals So you will need to add and maintain those two packages needed for that setup yourself.
This may be due to the internet operator. It can set you a modifier dynamic IP. Because of this, your IP may change once in a while (week, month, year).
