why the hell when I go through KDE menu -> Power/Session -> Shutdown - it restarts instead of shutdown?

My computer is under the build apps. And when I go through KDE menu -> Power/Session -> Shutdown - well, the computer simply shuts down. So I can't confirm this misbehaviour of your computer.

I think it would be helpfull to tell what is your hardware. I am new to KaOS but I've seen again similar problems in other linux forums. Searching with google shows that people who use other distributions like Ubuntu or Arch etc have faced identical or similar problems.

This is how one user solved a similar problem (the bug was about older versions of linux kernel -- just an example, the problem might be totally different):

Ok, so after some googling and disabling wake on lan - the issue disappeared.

Solution was found ubuntu bugs.

Though it still in the log says 'reboot down', but after disabling wake on lan it doesn't actually reboot anymore. So I think that bug is only partially solved. In other words - it doesn't reboot, but it also should show that log of 'reboot: power down'.

Does anyone know how to report bugs upstream?
