Oxygen-icons5 are still at 5.17 version

Yes, they are not going to be build with every Frameworks release, commits in git will be followed, when there are actual commits it will be done.

Downloading 300 + Mb of icons with no change does not make a lot of sense.

I never understood why other distros keep on doing it. The only exception I know of is Gentoo, the package manager bumps the version without downloading anything.
