Ah, demm was right. It is enabled by default in the configs, but the server wasn't started at boot.
# systemctl status sshd
sshd.service - OpenSSH server daemon
Loaded: loaded (/usr/lib/systemd/system/sshd.service; disabled)
Active: inactive (dead)
To start, and enable it at boot use the following command.
systemctl start sshd
systemctl enable sshd
